Arkansas Forward Portal
Tracking Arkansas's government efficiency initiative

AI Transformation opportunity

A portfolio of AI-enabled projects sized against Arkansas's actual IT, procurement, and operations baselines — designed to automate state operations, catch fraud, waste, and abuse, find contract savings, and replace expensive legacy software. This is additive to the existing $300M / 6-year Arkansas Forward target and builds directly on the AI Center of Excellence's February 2026 framework.

Anchored in the AI CoE Feb 2026 framework
The AI Center of Excellence's Government Effectiveness report (Feb 2026) identifies four pillars: improving program integrity (Medicaid & SNAP), an AI-enabled Government Services Portal, AI-enabled employee productivity tools, and modernizing agency operations. Every project below maps to at least one of those pillars, plus a verified Arkansas spend or operational baseline.

Four-pillar strategy

Fraud, Waste & Abuse

Stop improper payments before they go out the door — Medicaid, SNAP, UI, tax, procurement.

7 projects · $61.0M$201.0M / yr

Contract & Spend Savings

Use AI to inventory, benchmark, and renegotiate the $830M IT and $1.7B procurement base.

5 projects · $50.0M$131.0M / yr

Operations Automation

Replace high-volume manual workflows — FOIA, permits, citizen service, tax filing, HR.

7 projects · $22.0M$57.0M / yr

Legacy Software Replacement

Modernize the largest legacy contracts (ARIES, MMIS, ARCSIS) on the federal modular pathway with AI-accelerated migration.

How we'd scope it

Stage 1 · 6 weeks

Opportunity audit

Negotiate data access with DHS, DFA, SAS, OST. Build per-agency baselines (IT spend, call-center volume, FOIA queue, claims error rate). Lock the top 5 quick wins with the AI CoE, cabinet secretaries, and the Chief AI Officer.

Stage 2 · 90 days

Four pilots in parallel

One pilot per pillar: Medicaid claims AI (FWA), software license optimization (contracts), AI permit triage (operations), and an ARIES-modernization slice (legacy). Each ships a measurable outcome inside the quarter.

Stage 3 · Ongoing

AI Transformation PMO

Stand up a small AI Transformation PMO inside SAS / OST that owns the project roadmap, the AI CoE's NIST evaluation framework, vendor-pattern reusable architectures, and a public KPI dashboard. Add new projects quarterly; sunset those that don't hit their savings targets.

A note on the savings ranges
Savings figures on this page are externally benchmarked illustrative estimates — not audited projections. They are anchored to either a verified Arkansas spend baseline (e.g. the Gainwell MMIS $103.8M/yr contract) or a peer-state / federal AI-deployment benchmark (e.g. CMS/GDIT $1B+/yr AI FWA, Sirion 33% contract-cost reduction, Arizona AHCCCS Medicaid AI). Each project links to its evidence so you can verify before quoting any specific number.
